Get Assistance and Help With Paying Heating Bills in Maryland.

The Office of Home Energy Programs (OHEP) helps lower income and struggling Maryland citizens help in paying their heating bills, minimize heating crises, and the assistance program helps make energy costs more affordable. It is a comprehensive energy package, and includes the Maryland Energy Assistance Program and the Electric Universal Service Program. These assistance programs promote energy conservation, energy independence, and customer financial responsibility.

Maryland Energy Assistance Program - provides help and assistance with paying home heating bills. Limited assistance is also available to replace broken or inefficient furnaces.

Electric Universal Service Program - is a Maryland assistance program that is administered by the Department of Human Resources. It assists eligible low-income utility customers with their utility bills. Assistance from this program is available whether you are an active customer or even if you are currently without service. Customers may receive help in three ways:

  • Help with paying their current electric bills
  • Help to pay an old utility bills
  • Assistance with energy efficiency measures to reduce future electric and heating bills.




Furnace repairs and replacements
Donations are available to help Maryland residents fix or replace aging furnaces, with a particular focus on low and moderate income Baltimore homeowners. More.

Project Energy Assistance
This is a comprehensive state plan that was created to help Maryland's working families with their energy costs and heating bills.

Universal Service Protection Program (USPP)
Available to LIHEAP program recipients, USPP aid will reduce and “even out” monthly heating bill and utility payments by subtracting the amount of the LIHEAP benefit that a customer receives from the customer’s yearly bill and then dividing the remainder of the bill by twelve months.

Weatherization Assistance Program (WAP) - WAP provide home weatherization services to qualified Maryland households in the form of caulking, weather stripping, plastic window covering, and other assistance that can help lower heating bills. Washington Gas Light Company - Residential Essential Service (RES)
Customers who use natural gas for home heating and who are also current on their utility and/or heating bills may be able to receive a discounts on a portion of their Washington Gas bills. The total discount provided could be worth up to $135.

Columbia Gas
Has a free program that “takes” an energy picture of a customers home and then takes action to seal up areas of heat loss. A free energy audit.





Fuel Fund of Central Maryland, Inc.
The Fuel Fund helps those customers that use heating oil or other fuel sources.

The Victorine Q. Adams Fuel Fund
The Victorine Q. Adams Fuel Fund, which was formerly known as the Baltimore City Fuel Fund, pays up to $125 to families who are facing service shutoffs, it will provide utility bill credits toward arrearages and it also operates an emergency heating oil program, which provides up to 100 gallons of oil to those in need at a very low price.

Washington Gas
Washington Area Fuel Fund (WAFF)
This fund aids those customers who need assistance with paying their home heating bills.

Southern Maryland Electric Coop
Tri-County Fuel Fund
Provides help and assistance with wood, electric, and heating fuel oil and serves 3 counties. Grants are provided if a customer has received a utility termination notice.

Columbia Gas
Provides cash grants to customers to use for paying an old, unpaid bill.

Allegheny Power
