Help with Heating Bills in Massachusetts

Massachusetts utility companies provide over a dozen heating bill, gas, and electric bill assistance programs. The Massachusetts programs also provide utility rate discounts (that include help with heating bills) totaling over $40 million per year. Discounts provided will range from 20 percent to 45 percent of your bill.

Fuel assistance, which is sometimes referred to as the Low Income Home Energy Assistance Program (LIHEAP), is a state and government funded program that will help low-income families and individuals with paying their heating bills during the winter.

 

 

 

The amount of help and assistance with your heating bills that you will get depends the type of fuel you use, your income, and your total heating costs. Benefits typically range from $700 to $1200. Tenants in subsidized housing usually get a reduced benefit. Some households may even qualify for extra help if their heating bills in previous years were very high. You may also be eligible for weatherization assistance and services, home heating system repairs, and also Citizens Energy heat assistance programs.

Berkshire Gas - Discounted Residential Rates are offered to provide help with heating bills
Reduced non-heating as well as heating delivery charges are available to low-income customers who currently qualify for the LIHEAP program or any public assistance programs  and if their household income is at or below 200% of the national poverty level. In addition, low-income heating customers in Massachusetts are eligible for free energy-saving measures including : Duct, floor, wall, and attic insulation, programmable thermostats, aid sealing, and more.

City of Boston - HeatWorks program provides free energy saving improvements to Massachusetts families in need. And the Senior Home Emergency Home Repair Program will provider energy repairs to heating equipment.

 

 

 

 

Citizens Energy / Distrigas - Heating Bill Assistance Program (CEDHAP) provides a $150 utility bill credit to eligible households.

Citizens Energy - Oil Heat Program will provide free heating oil for qualified Massachusetts families. They will receive up to a one-time delivery of up to 100 gallons of heating oil.

Essex County Gas Company - Twenty percent additional discount offered to help with heating bills.

Keyspan / KeySpan Energy Delivery, Massachusetts Electric, Nantucket Electric, Western Massachusetts Electric, Berkshire Gas, Unitil/Fitchburg Gas and Electric Light Company, North Attleborough Electric Department
You may receive an additional discount on your heating bills if you participate in other government aid programs, such as SSI, LIHEAP, medicaid, or others.

Middleborough Gas and Electric Department - Provides a Senior Discount, which is an additional 5% discount. It is added to the 10% prompt payment heating bill discount when the heating bill is paid within 10 days and the account is current.

NSTAR - Offers the R2 Discount Rate which is a discount rate for customers who qualify for fuel assistance or who receive certain government benefits. In addition, the MassSAVE program is available, which involves energy efficiency specialists who will answer your energy-saving questions and determine your eligibility for a free Home Energy Assessment. Good Neighbor Energy Fund - The Good Neighbor Energy Fund assists those residents who are in need of help for paying their winter heating bills and other energy bills. This Fund is for those who are facing a short-term financial crisis and if they do not qualify for any government fuel assistance programs.

EnergyBucks - Massachusetts’ utility companies offer several programs that aid families paying their heating bills. The programs offered include fuel and heating oil assistance, energy saving services, and utility discount rates. Several of the state’s utility companies and assistance organizations have joined together, with the Low-Income Energy Affordability Network (LEAN) and the Massachusetts Association for Community Action (MASSCAP) to offer these programs.

Utility Arrearage Programs - Utility arrearage programs will help Massachusetts households with paying overdue utility bills. Utility arrearage programs also assist and help prevent utility shutoffs, and they will also restore utility service that has been shut off. The assistance programs offer debt forgiveness, payment plans, or a combination of these two.
