New Hampshire offers a fuel assistance benefits program. It is a grant that can be used to help pay heating bills and it does not need to be paid back.
The Fuel Assistance Program (FAP) is also able to help home owners in a heating emergency by securing and obtaining an emergency delivery of heating fuel, delaying a shutoff notice from a utility, or even referring clients to another source of assistance if needed.
FAP provides eligible households with help in paying their energy and heating bills during the long, cold winter heating season. Those households where disabled, elderly, and/or young children reside receive the highest priority for assistance. Heating benefits are determined by taking into account energy costs, household income, the number of heating degree days within a region, and also the housing type. This targeting formula allows the New Hampshire FAP to assist those households with the highest energy costs and the lowest incomes the highest benefits to help pay heating bills. Read more.
Total Fuel Assistance benefits given will range from $120 to $1000, depending on the household income level as well as energy costs. The average benefit is about $500.
Another benefit. Fuel Assistance benefits are not counted as household income when applying for other assistance programs.

Electric Assistance Program or Electric Assistance Discount
Most utility and gas companies offer this program. It provides qualified customers with discounts on electric service bills.
KeySpan Energy Delivery, Northern Utilities, and New Hampshire Electric Coop
Qualified heating customers can up to a 50 percent discount on the gas delivery portion of their gas/heating bill.
They also offer Low-Income Weatherization Program, which is free home weatherization services offered to New Hampshire customers. Both homeowners or renters may be able to receive up to $3,600 in free weatherization measures including sealing, insulation, or heating system repairs or replacement for homeowners.
Qualifying heating customers in New Hampshire can receive up to a 50 percent discount on the gas delivery portion of their natural gas bill. Another program provides a monthly credit.

This is the largest utility company in the state. They offer several assistance programs to help people pay winter heating bills. Read more.
Unitil (Concord Electric), Unitil (Exeter & Hampton Electric) - The Home Energy Assistance Program provides energy audit, weather-stripping, attic and building shell insulation, air-sealing, programmable digital thermostat, electric hot water measures, and other energy saving upgrades.

Most companies are also part of this aid program. Income qualified, lower income customers can get up to $3,600 in services, which include a free customized audit report. Other measures provided will help customer save on heating bills.
