-Assists New Jerseys residents who may have fallen behind on their heating and utility bills due to a temporary financial crisis.

Eligibility for this help is based on a demonstrated financial crisis as well as a history of the applicant making good-faith heating and utility bill payments. The program will provide relief to those residents who otherwise would have no means of assistance with their bills.
